I would google the theme and see what you come up with. The easiest thing may be a Thomas cheek art.

Thomas isn't easy as a full face. I've seen several examples of them, and they never seem to turn out looking much like thomas.

Some of the more known trains
Thomas
Percy (green train)
James (red train)
Toby (Tram)
Diesel 10 (the bad guy train)

Sir Tophem Hat. Bald guy with a top hat.

You could do train crossing lights.
Train Tracks.

Herald the Helicopter

Definitely have your train cheek art down, and you can just switch up the colors. Oh, you want James? (Make the train red) Percy? (green) Thomas? (blue with a 1 on the side). Lots of smoke billowing out the top smoke stack. (steam engines) Maybe make it more of a full face design by making a train track go across the face with the cheek art train. Add a few trees.

Just some brainstorming. Hope it helps.

I've done the train thing. And it works better if you just do the front face view of the trains on the cheeks, and if they want a side view of the train, do the arm. full face thomas that i've seen dont look very much like him.
