After they have gone... how do you know it popped or was deliberately wrecked or put in the car so they can get another?

Pay for another one.

If it pops when you hand it to them, then, of course, make them another but once they leave your sight... Too bad, so sad.

Pretty much what Shannon said, haha.

Birthday parties - if they pop, and I have time/I usually make them bring me the pieces, I will re-do. If none pop and I have time, I will make some extra ones for the mom to hang on to just in case - after all, I'm still on the clock.

Events - people get their balloons in perfect, unpopped condition Razz If it's an hourly event, once everyone who wants a balloon gets a balloon they can get in line and I'll redo if I have time. If it's PPB, it's only a little fix and there's no line, I will likely fix it. If it's completely busted up, they need to pay for a new one. Everything costs you money!

Same here. I charge for re-makes and the peices must be brought back to me. This serves two purposes: 1.) ensures no balloon peices are left out for small children or animals to pick up and try to eat and 2.) proves it was popped and not stuffed in the car as Shannon said. I have a special pocke tin my balloon apron just for scraps and popped peices and it gets emptied after each gig.
