Does anyone else see Photobucket banners?

Is it a problem with my connection? I see PhotoBucket banners all over the forum that says "Upgrade to Pro today! Bandwidth Exceeded." I am about as computer/internet/technology ignorant as can be. I have no idea what this means. But I only see it here, nowhere else. Help please!! scratch
