Its def wrong, and here in the EU is a pretty big issue.

1st its false advertising - generally they are below that standard but even if they are better, its not their work
The MAIN problem we have over here is the whole (stupidly overegged) child protection thing. Often we can only get permission to take a photo of the parents now exactly where and how it will be used. Someone stealing your photo is not following the parents wishes and we can get in trouble for that.

Generally most people seem apologetic and 'just didn't think it was wrong' but I don't have that much sympathy, as when I started I would never have dreamed of putting up photos, or even painted bits of paper of my designs, that weren't my own work. Chopping bits out of books is also a no-no and I loath it when people have a 'how to' paint book they use as their 'design' book.

But you get those who just don't care - i had emails from f-painters at a big event (and, bizarrely, a cousin of mine who also thought it was me at 1st!) in the UK that confronted a woman who's booth was covered in photos of my work, mainly on me ... they realised it wasn't me as she was not replicating it remotely. She swore blind it was her own work. Had another painter stood in front of a board with her OWN self painted face on it with the painter saying the same thing. Sigh.

Is it that hard to paint your own version???
Name and shame I say!
